About IFA
The Institute of Foreign Affairs (IFA) Nepal is a semi-autonomous foreign policy, diplomacy, and international relations institution based in Tripureshwor, Kathmandu. Established in 1993 and reconstituted in 2012, IFA supports the Government of Nepal and the Ministry of Foreign Affairs through policy research, diplomatic training, and institutional knowledge management.
IFA studies Nepal’s foreign relations, international affairs, diplomatic practices, consular issues, and emerging global developments. Based on research and analysis, the Institute provides policy advice, concept papers, and recommendations to support Nepal’s short-term and long-term foreign policy priorities.
The Institute organizes conferences, seminars, lectures, and discussions on foreign affairs and diplomacy. It works with government agencies, national and international organizations, academic institutions, experts, and partner institutions to strengthen Nepal’s diplomatic capacity and foreign policy engagement.
IFA maintains records and information related to Nepal’s foreign affairs and diplomatic relations and works to develop itself as a national resource center for foreign policy, diplomacy, and international relations.
Functions, Duties and Powers of the Institute
As prescribed by the Institute of Foreign Affairs Formation Order, 2011, the functions, duties, and powers of the Institute are as follows:
- To provide advice to the Government of Nepal in formulating short-term and long-term policies on foreign affairs.
- To study and research various aspects of international relations and, on the basis of such study and research, prepare concept papers on strategies to be adopted by Nepal in foreign affairs and submit them to the Government of Nepal.
- To organize, or cause to be organized, conferences, lectures, seminars, and discussions on foreign affairs.
- To suggest timely improvements and revisions to the Government of Nepal in Nepal’s diplomatic practices.
- To study and research, or cause studies and research to be conducted, on problematic issues in foreign affairs.
- To suggest timely improvements and revisions to the Government of Nepal in consular practices.
- To provide training to employees of various agencies of the Government of Nepal on foreign affairs and diplomatic practices.
- To study national and international developments, including matters relating to tourism, labor, and culture, and to maintain records, update information, and publish relevant materials as required.
- To approve and implement, or cause to be implemented, the annual policy, plan, and program of the Institute.
- To maintain updated records and information related to Nepal’s foreign affairs and diplomatic relations and to develop the Institute as a resource center for such matters.
- To approve the budget for the operation of the Institute.
- To liaise and coordinate with foreign governments, national and international associations, organizations, and individuals to achieve the objectives of the Institute.
To carry out, or cause to be carried out, necessary tasks for the fulfillment of the objectives of the Institute as prescribed by the Formation Order.
Governing Body
The policies and programs of the Institute of Foreign Affairs are guided and supervised by the Governing Body, as prescribed under Article 2 of the Institute of Foreign Affairs Formation Order, 2011.
